In 2016, the Lawrence Berkeley Laboratory and the National Renewable Energy Laboratory assessed the costs, benefits and impacts of RPSs across all the states that had them (based on 2013 data, the latest then available). They defined costs as those shouldered by electricity suppliers of complying with the RPSs and benefits as net environmental benefits across all of society.
